Pour the milk and the instant coffee into a pot and fully dissolve the coffee. Sprinkle in the gelatin and let sit for 5 minutes. Set to medium heat and whisk to fully dissolve the gelatin.
Pour half of the mixture about 1/3 of the way into a silicone mold and place it in the fridge to set.
While the first layer is setting, make the milk layer: Pour the water and gelatin into a small saucepan and let sit for 5 minutes. Place the saucepan on the stove and set it to medium heat. Fully dissolve the gelatin, then remove from the heat and add the condensed milk. Mix well.
Pour the milk layer into the silicone mold, so that each cavity is 2/3 full. Return to the fridge until fully set.
Pour the remaining latte mixture into the silicone mold, filling up each cavity. Return to the fridge to fully set. (Note: if the latte mixture has thickened in this time, pop it into the microwave and heat for 30 seconds at a time, mixing frequently, until it is liquid again.)
