Combine the flour, baking powder, yeast, sugar, skim milk powder and salt in a bowl. Add the warm water and knead until combined.
Add the vegetable oil and combine. Transfer to a floured surface and knead until combined. Transfer to a bowl and cover with plastic wrap. Set in a warm area and let rise for 40 minutes.
Divide the dough into 10 even pieces and shape them into balls. Cover with a damp dish towel and rest for 15 minutes. Flatten each ball of dough into a pancake and place some red bean paste in the center. Seal the buns closed, place some sesame seeds on top and cover with a damp dish towel. Let rest for 15 minutes.
Place each bun on a square of wax paper and steam for 12 minutes and enjoy!
