Pipe a border around the fidget spinner cookies and half of the circle cookies with one shade of icing.
Fill in the center space with another shade of icing. Allow these to dry until hard to the touch, about 1-2 hours.
Trim the licorice or candy so that it fits through the hole in the fidget spinners, then make tiny slices in both ends, to create texture. Place an un-iced circle cookie face down and place the fidget spinner on top, positioning it so that the hole is directly above the circle cookie. Pipe a dollop of icing through the hole, onto the circle cookie, and stick the licorice into the icing. Trim the licorice so that it extends just past the fidget spinner cookie. Place another dollop of icing on top of the licorice and stick a decorated circle cookie on top. The texture on the ends of the licorice will help it stick to the icing. Be sure not to get icing on the fidget spinner. Pipe circular decorations on the fidget spinners. Allow the icing to harden for about 1 hour.
